The EU has created directives which are guidelines that concern the actual technology and its capabilities. They are mostly concerning satellites and coverage but include very broad suggestions for media safety (promotion of healthy food, and hours for adult programming) with a very broad definition of “advertising.” This will serve as a shared European standard for media, and especially new media creation. The directives will not be law until the end of 2009 and do not infringe upon any existing national regulations which are stricter. The directives state that media are ultimately “subject only to the rules applicable in their own country (country of origin principle).” http://ec.europa.eu/avpolicy/reg/avms/index_en.htm
